Harbor is launching out of stealth as an insurance and risk platform built specifically for companies deploying AI agents, with an initial focus on banks and insurers and other regulated enterprises across North America, Europe, and Latin America. The problem it targets is a widening coverage gap. When a human employee makes a mistake, professional liability, cyber, and tech E&O policies absorb it, but software that analyzes agent architecture to identify risk is only now catching up to the fact that an agent can repeat the same error at machine scale before anyone intervenes, which has pushed some carriers to exclude AI from existing policies entirely.
The product works in two layers. Harbor discovers every AI agent running inside a customer, builds an inventory, and scores each one against a framework mapped to standards like the NIST AI RMF, SR 26-2, and the EU AI Act, re-measuring whenever the underlying model, tools, or data change. It also checks individual agent decisions against a company's own policies and blocks ones that violate them in flight. The measurement layer is what makes the residual risk underwritable, and Harbor then issues insurance against the exposure that remains.
The company was founded by Jesús Santos along with Daniel Elechiguerra, Cristian Bartolomé, and Luis Botín , who met at Stanford. The $10M seed was led by Base10 Partners, Abstract, and 8VC, with participation from NFX, Restive, and Innovation Endeavors , giving Harbor the capital to build out both the risk platform and the underwriting side as enterprise agent deployments move from pilots into production.

Insuring agents feels like insuring a toddler with a company credit card. Who's the actuary pricing a GPT that goes rogue at 3am?

The tweet cuts off mid sentence and that's somehow the most agentic thing about this launch. Did your copywriter get replaced by a Claude agent halfway through?

The launch video has that beige fintech lighting I've seen on 4 insurtech launches this quarter. Someone please let agents dress agents.

Before I get excited, does this come with SSO on the enterprise tier or are we doing the usual seed-stage 'contact sales' dance? Procurement will want a SOC2 Type II attestation yesterday.

Who's actually underwriting the policies behind the scenes? If there's no reinsurer on the other end this is just a very confident Google Form.

Been in the cap table convo in spirit since the first Base10 memo leaked in my group chat. Elechi and Juan are gonna cook.

Naive question but if an agent hallucinates a refund to a customer, is that a claim or a Tuesday? Genuinely asking because my PM manager won't tell me.

I've been three weeks out from launching an agent liability tool for six months. Juan beat me to it and I'm not even mad, I'm just going to pivot to agent reinsurance.

Four cofounders and 10M to insure the entire agentic economy is either genius leverage or an insurance claim waiting to happen. Rooting for door number one.

Fifth agent-infra launch I've logged this month and the only one leading with liability instead of 'orchestration.' Finally someone reading the room.

The tweet thread structure is clean but burying the cofounders in line 3 is a crime. Elechi deserves top billing with a name like that.

Clicked through to the site expecting a quote flow and got a waitlist. For an insurance product the first-tap UX should at least pretend to ask what my agent does.
