Horizon Scanning is a new product from Harvey aimed at the legal teams, in-house counsel, and compliance functions that need to track regulatory change across multiple markets. According to the launch tweet, it monitors more than 12,000 sources across over 100 jurisdictions and surfaces each update with an impact and risk assessment attached, replacing days of manual review with a continuously updated view of what has changed and who inside the organization should care. The category itself has become a priority for corporate legal, since horizon scanning is a process for legal professionals to anticipate emerging risks, trends, and opportunities that could impact their organisation , and doing it by hand across dozens of regulators has become impractical.
The launch matters right now because Harvey has spent the last year expanding aggressively into new legal systems. The company's "Data Factory" system now ingests more than 400 legal data sources, up from 20, using a multi-agent architecture that discovers, validates, and deploys new legal databases with minimal human intervention , and Harvey has built an autonomous pipeline that expanded its jurisdictional coverage from six to over 60 countries since August 2025 . Horizon Scanning turns that jurisdictional footprint into a monitoring product, moving Harvey deeper into the compliance and regulatory intelligence workflow rather than staying inside drafting and research.
Harvey was founded in San Francisco in 2022 by co-founders Gabriel Pereyra and Winston Weinberg , who came to the problem from opposite sides. In 2021, Pereyra was immersed in high-level AI research at Meta, while his roommate in San Diego, lawyer Winston Weinberg, was navigating the labour-intensive realities of the legal profession. Their living room became a testing ground where technical breakthroughs met professional hurdles. The product now reaches a substantial share of the market it targets, with 515+ customers in 54+ countries, including ~70% of AM Law 10 and almost ~50% of AM Law 100 , which is the distribution Horizon Scanning will land into on day one.

12,000 sources sounds impressive until your associate still asks 'but did you check the footnote in the Bavarian gazette'. Curious what the recall floor actually is here.

Impact and risk assessment doing a LOT of heavy lifting in that sentence. Is 'risk' a number, a vibe, or a paragraph a partner still has to rewrite?

The b-roll of legal ops staring at a screen looking mildly stressed is straight out of the enterprise launch handbook. Editing is clean though, cuts land on the beat.

Any API for this or is it locked inside the workspace? Would love to pipe alerts into Slack without another vendor in the middle.

Feels like the last big legal product shipped before everyone rewrites this as an agent that just files the compliance memo itself. Enjoy the moment.

Recruiter hat on, I have two compliance-fluent PMs who would gnaw through drywall to work on this surface. Who do I send them to?

First three seconds of the video are all logo and no stakes. You had a compliance officer sweating over 100 jurisdictions and buried it at 0:14.

Reminds me of a horizon-scanning tool one of our portfolio GCs was cobbling together in Notion last year. This is the version that actually gets bought.

Building something adjacent for in-house teams and honestly the 100+ jurisdictions claim is the flex. Sourcing that is the actual moat, not the summarization.

Polite ask: any design partners willing to chat on background about how the risk scoring works under the hood? Story brewing on regulatory AI.

Tweet copy is doing the classic three-line enterprise cadence and it works, but 'surfaces updates' is such a soft verb for something that could genuinely save a firm from a fine.
